The Human Rights Council has just published the report submitted by Alkarama on 30 October 2008 in the follow up of its recommendations regarding Libya on its website. Libya did not present any comments on this occasion. The review will take place at the Committee’s next session.The report on Lybia concerning the"Concluding observations of the Human Rights Committee" is available for download in .pdf format.
On 17 December 2008, Alkarama submitted an individual complaint to the United Nations Human Rights Committee regarding Mr Abdenacer Younis Al Rabassi, victim to grave violations of his fundamental rights.

Abdenacer Younis Al Rabassi, aged 38 years old at the time of his arrest, holds a degree in social sciences from the Jenzour Institute of Tripoli, and was employed at the social security services of Beni Walid until the day of his arrest on 3 January 2003.

Dr Idriss Aboufaied arrived on 11 December 2008 in Geneva. He was released on 9 October 2008 after 22 months of detention, much of it incommunicado. He has been authorised by the Libyan authorities to travel overseas to receive appropriate medical treatment.

Upon his arrival in Geneva, Dr Idriss Aboufaied was greeted by a member of Alkarama. The next day, he visited TRAIL and Alkarama which had jointly submitted an individual complaint on his behalf to the United Nations Human Rights Committee.

On 30 November 2008, Mr Salem Mohamed Mjber Abdaslam, who had been arbitrarily detained since his arrest by Internal Security Services since 28 December 2007, was released.

Mr Salem Mohamed Mjber Abdaslam, Libyan national, aged 34 years, and living in Sweden, had visited Libya in December 2007 to visit his parents, residing in Zliten, a city located around 150km to the east of Tripoli.

Alkarama submitted to the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Special Rapporteur on torture the case of Mr Abdelhamid Al Daquel, who died in detention on an undetermined date. He was arrested and had been detained incommunicado since 26 January 1989.

Mr Abdelhamid AL DAQUEL was born on 22 March 1963; he was a pilot in the Libyan Air Force holding the rank of commander. He lived in the municipality of Beni El Walid.

On 6 November 2008, Alkarama for Human Rights and TRIAL (Track Impunity Always) jointly submitted an individual communication to the United Nations Human Rights Committee regarding Ismail Al Khazmi, a Libyan, who was arrested and detained arbitrarily since June 17 2006. On 1 May 2007, his family was informed of his death.

Ismail Al Khazmi, a petrochemical engineer, was aged 30 at the time of his arrest on 17 June 2006 by officers of Internal Security who arrested him at his workplace, without a warrant and without reasons being given.

Alkarama submitted today a communication to the Working Group on Arbitrary Detention asking it to intervene in the case of Mr. Mohamed Salem Mjber Abdaslam, arrested on 28 December 2007, disappeared for 8 months and detained arbitrarily.

Mr. Mohamed Salem Mjber ABDASLAM, Libyan citizen, aged 34 years and residing in Sweden, travelled on 24 December 2007 in Libya to visit his parents residing in Zliten, a city located about 150 kilometers east of Tripoli.

Alkarama for Human Rights has just learned that the Libyan authorities have informed the family of Mr Abdaslam of his current detention at the Ain Zara prison near Tripoli.

On 3 July 2008, Alkarama for Human Rights and TRIAL (Track Impunity Always) have jointly submitted an individual communication to the United Nations Human Rights Committee  regarding the case of Mr. Abdussalam Il-Khwildy, a victim of serious human rights violations by the Libyan authorities.

Abdussalam-Khwildy was born on October 18, 1967, holds a degree in economics, works as an entrepreneur, is married and father of five children and lives in Benghazi, Libya.
