Alkarama has received information from Egypt regarding two individuals arrested on 1 September 2009, currently held incommunicado at State Security Intelligence (SSI) headquarters in Al-Arish, Northern Sinai.

Reliable sources indicate that Ghannam Said Mahmoud and Alaa Issa, two teachers from Al-Arish, were arrested after Taraweeh prayer on 1 September 2009 as they were leaving their local mosque.

The lifeless body of Mr Magdi Marei was thrown from a police car on 11 July 2009 near the village of Arimon in Al-Beheira Governorate, in the northwest of Egypt.
Dr. Al-Rayyes, an intellectual and reformist, was once again arbitrarily arrested on 25 May 2009 by the Saudi Intelligence Services (Amn Al-Mabahit Al-Dowla). He has been in solitary confinement at Al-Hayr prison (Riyadh) for three months.

On 2 September 2009, Alkarama sent a communication to the Working Group on Arbitrary Detention, asking it to once again intervene in the case of Dr Al-Rayyes, who was arbitrarily detained in 2003 and 2004 for publicly voicing his political opinions.

Alkarama has received new information regarding the case of 33 individuals arrested in Suez on 17 August 2009 accused of belonging to the Muslim Brotherhood, a banned group under the State of Emergency Law of 1958.

A reliable source indicated that a further two arrests took place on 18 August 2009:

Today, 28 August 2009, Alkarama sent an urgent appeal to the Special Rapporteur on Torture urging him to intervene with the Egyptian authorities in order to impede probable cases torture stemming from recent arrests in Al-Bahira.

Arrest and detention

During the 43rd session of the Committee against Torture (CAT), to meet in Geneva from 2 to 20 November 2009, Yemen's second periodic report will be reviewed. This report was submitted to the Committee on 13 July 2007. The CAT has submitted questions to the Yemeni government requesting answers in a plenary session.

In conjunction with the examination process, Alkarama intends to submit a report to the Committee against Torture on Yemen.

At 22h00 on Sunday 16 August 2009 Yemeni authorities released Mr Karama Khamis Said Khamisan a former Guantanamo prisoner, after five months in secret detention under Political Security forces in Al-Mahra province (south-east Yemen). Throughout this whole period, he was never brought before a judge nor were any charges brought against him.

Mr Khamisan was arrested on 16 March 2009 by a branch of the Political Security forces.

Hakki Ismail was executed on the night of 25 July 2009, probably by the Iraqi authorities. He was a human rights advocate who worked in defense of the victims of violations committed by the Iraqi government. He recently dealt with cases of people who had connections with the Iraqi MP Mohammad Al-Dainy, who was himself persecuted.
Alkarama learned that 15 people were arrested at dawn on 20 August 2009. Members of the security services in Al-Buheiri accompanied by Special Forces belonging to the Central Police, forced their way into the homes of these men and arrested them. They are all currently being held in two of the security services' detention centers in Al-Buheiri.
