Libya: Details on the forced disappearance of Abdelatif Al Raqoubi

Alkarama for Human Rights has addressed a letter to the Working Group on Forced Disappearances to inform it of new developments regarding the disappearance of Mr. Abdelatif Al Raqoubi, who disappeared on 16 June 2006.
Alkarama has asked the Working Group on Forced Disappearances to intervene in the case of Mr. Abdelatif Al Raqoubi, who was arrested by internal security agents (see our communiqué of 12 July 2006.)
The victim’s father went to the offices of the Sabha Popular Committee of Internal Security on 12 July 2006 to ask about the situation of his son and make a complaint of kidnapping.  He had received no confirmation of his arrest nor information about the fate in store for him.
It was not until the beginning of May 2007 that the father was summoned by the Sabha Popular Committee of Internal Security, who told him that his son “would soon be brought before the Tripoli Special Court.”  It also notified him of a document “to whom it may concern” dated 27 November 2006.
It appears from this official document that “Abdelatif Al Raqoubi Salem Mohamed was transferred to the Anti-Heresy Department (Idarat moukafahat azzandaqa) on 19 June 2006.”
At the time, the victim’s father knew nothing about his son’s fate, and it was not until 15 May 2007 that he learned through unofficial sources that Abdelatif Al Raqoubi was probably being held at the Abou Slim prison.  On that date he received confirmation that his son had been brought before the Tripoli Special Tribunal, but remained ignorant of the reasons for his kidnapping and secret detention of more than 11 months.  Nor did he know how his son has been treated during this period.
Abdelatif’s family has had no way to visit him or to get him a lawyer for if he becomes the object of a judicial procedure.
Alkarama for Human Rights has also informed the Working Group on Arbitrary Detention today about the issue of Abdelatif Al Raqoubi.
