The families of political prisoners in the Badr Prison, north-east of Cairo, have called for the right to visit their loved ones and for the lifting of the restrictions imposed on the prisoners.

Human rights organizations that signed this statement express their grave concern about the severe violations committed by the Egyptian authorities inside the "Badr Rehabilitation and Correction Center" also known as the "Badr Prisons Complex 1, 2, 3". These actions constitute a flagrant violation of the Egyptian constitution, laws, international treaties, and conventions, as well as a clear violation of the minimum standards for the treatment of prisoners established by the United Nations.

These violations include:

Alkarama recently submitted a list of 22 issues to the UN Committee against Torture for its experts to raise with the Egyptian authorities for the next consideration of Egypt's sixth periodic report.

Human rights sources reported that the forcibly disappeared Mr. Walid Fouad Al Ghunaimi Al Maghazi appeared before the State Security Prosecution on 27 October 2022 who decided to detain him in Abu Zaabal prison. His family was unable to visit him or access to his criminal case file.

Alkarama has learned that the Egyptian authorities have released the young Egyptian, Karim Yasser Abdelnabi Abdelazim, pending further investigation -whose details remain unknown-, and whose case was submitted by Alkarama on behalf of the family to the United Nations Special Procedures.

On 4 October 2022, Najda for Human Rights and Alkarama launched an urgent appeal to the UN Working Group on Enforced Disappearances regarding the situation of Mr Walid Fouad Al Ghunaimi AL MAGHAZI who was arrested in front of his home on 17 September 2022 at 1:00 am by several members of the Egyptian security services.

The family of detainee Abdel Rahman ELSAYAR said Egyptian authorities had transferred their son to Badr prison, east of Cairo.  Badr is a recently created prison complex which, according to the authorities, is dedicated to the reception of prisoners serving short sentences, and where “emphasis is put on their professional qualification”.

On 22 June 2022, Alkarama submitted the case of Abdelrahman Ali Mohammed Ali ELSAYAR and Hossam Ali Mohamed Hegazy HAMZA to the UN Working Group on Arbitrary Detention, both of whom were arbitrarily arrested by the Egyptian security forces and then sentenced to long prison terms following unfair trials.

The facts

The case of Abdelrahman ELSAYAR

On 7 June 2022, Alkarama addressed to the UN Working Group on Arbitrary Detention (WGAD) asking them to call on the Egyptian authorities to release the staff members of former Egyptian President Dr Mohamed Morsi arrested following the military coup in 2013.

On 25 April 2022, Alkarama addressed the UN Working Group on Enforced Disappearances regarding the situation of Karim Yaser Abdulnabi ABDULAZIM, an Egyptian arrested by security forces in the governorate of Al Sharqiyyah (north-east, Egypt) on 12 April 2022.
